主讲人:刘新萍(上海理工大学管理学院)

简介:刘新萍,公共管理系副教授,硕士生导师。获复旦大学管理学博士,瑞典隆德大学政治学硕士,研究方向为政府数字化转型、数据开放、数据共享与协同。主持国家社科青年项目一项,上海社科一项,国家社科重大子课题负责人一项。在国内外知名期刊上发表论文20余篇,出版专著一部,作为主编之一完成中国公共数据开放蓝皮书2部,合作发布公开报告10余个。

Liu Xinping, Associate Professor in the Department of Public Administration, master's supervisor. Received a Ph.D. degree in Management from Fudan University, a Master's degree in Political Science from Lund University, Sweden. Research interests include government digital transformation, open data, data sharing, and collaboration. She hosts a project from National Social Science-youth channel, a Shanghai Social Science project, and is the Sub-project manager of one Major National Social Science project. She has published more than 20 papers in well-known journals, completed two volumes of the Blue Book of Open Public Data, collaborated on more than 10 public reports.

摘要:党的十八届三中全会提出创新社会治理体制,十九届四中全会在总结基层治理经验基础上,提出完善党委领导、政府负责、民主协商、社会协同、公众参与、法治保障、科技支撑的社会治理体系。面对基层治理不断与数字技术的深度融合,本报告旨在从技术是什么、技术何以能、技术何以不能三个基本问题出发,通过实践探讨数字技术赋能基层治理现代化遇到的问题、瓶颈与未来展望。

The Third Plenary Session of the 18th Central Committee proposed the innovation of the social governance system. Based on summarizing local governance experience, The Fourth Plenary Session of the 19th Central Committee aimed to put forward the improvement of a social governance system characterized by the Party committee's leadership, government responsibility, democratic consultation, social coordination, public participation, legal protection, and technological support. In the face of the in-depth integration of local governance with digital technology, this report aims to start with three basic questions—what technology is, what technology can do, and what technology cannot do. It explores the problems, obstacles, and future prospects encountered in empowering the modernization of local governance with digital technology.
