Introduction 

USST Public Administration Discipline is the first-level key discipline in Shanghai. In 1990, it was awarded the master’s degree in Educational System Engineering, which was founded by ZHU Jiasheng and HU Ruiwen, who were well-known education experts in China and had a great influence in the field of education system engineering in China. In 2000, it was awarded the master's degree in Administrative Management, which was the Shanghai key cultivation discipline. In 2003, it was approved as the first-level discipline master’s degree in Public Administration. In 2014, it was supported by the second phase of the Shanghai Universities Advantage Discipline Construction Project. The Public Administration Discipline ranked 76th in the fourth round of China Discipline Evaluation, and ranked among the top 100 in the public management category of China Soft Science Best Discipline Ranking in 2019. The key development directions of this discipline are Social Security System Engineering, Public Safety and Emergency Management, and Education Economics and Management.
