Management Measures for post-doctoral of Business School

These Measures are applicable to the post-doctoral research station of management science and engineering and the post-doctoral research station of systems science in our school.It includs four specific regulations:

 “Management Measures for Hujiang post-doctoral of Management Science and Engineering”

“Management Measures for the teachers, scientific researches and on-the-job post-doctors of Management Science and Engineering”

“Management Measures for Hujiang post-doctoral of Systems Science”

Management Measures for the teachers, scientific Research and on-the-job postdoctoral Staff for Systems Science ”

  

Management Measures for Hujiang post-doctoral of Management Science and Engineering

In order to promote the construction of a high-level university of University of Shanghai for Science and Technology, increase the attraction and reserve of high-level innovative young talents in high-level disciplines, these measures are formulated according to the relevant policies of the school and the demand for development of the school of business.

 

1. Management institutions and measures

 (1). The people who is in charge of the station should take the lead in setting up an expert group for talent introduction and assessment, which includes generally 3-5 people.

 (2). The school should set up a post-doctoral introduction review team (referred to as the school review team),which shold be composed of the main leaders of the college and high-level experts, generally with 5 people; A post-doctoral assessment team (referred to as the school assessment team)should be set up composed of the main leaders of school and team leaders , with 5 people in general.

 (3). The employment period of the personnel involved in these Measures is generally 3 years, subject to the signing time of the work contract.

(4). The personnel involved in this method must come to work in the school at full time.

 (5). In principle, the personnel involved in this method must be engaged in scientific research work in high-level and discipline teams, and the team shold be responsible for arranging specific scientific research tasks and agreement terms, which shall be submitted to the review team of the college for approval.

2. Access conditions

 (1). Applicants should generally have the degree for doctoral graduates within 3 years and are no more than 35 years old. Foreigners should meet the relevant regulations for foreigners to work in China.

(2). Post-doctoral students who have entered the station are required to publish more than 2 papers in 30 journals of SCI /SSCI/ NSFC in recent three years (as the first author and the article should be on journal).

 (3). The imported personnel must pass the appraisal of the station expert group and the review of the school review team, and be approved by the school before entering the job.

3. Mission objectives

 (1). During the term of employment, the person shall be in charge 1 national natural or social science funded project and actively declare the China Postdoctoral Science Foundation;

(2). During the term of employment ,publishing 2 papers as first author (see at least one journal) in 30 kinds of journals of SCI /SSCI/ NSFC and 2 papers (see at least one journal) of Class A regulated by school.

 (3). Complete more than 32 hours of undergraduate teaching workload every year.

Note: All the above research results should take University of Shanghai for Science and Technology as the first unit, and the division standard of papers should be subject to the regulations of the Science and Technology Department of the university. In addition, 1  monograph published is equivalent to 1 class A paper.

 (4). Complete other tasks assigned by Postdoctoral Station, discipline and contact tutor.

4. Relevant treatment

 (1). The school provides special funds for Hujiang post-doctoral staff ,which includes 300,000 yuan per person for 1 year, of which 150,000 is the basic allowance, and the basic allowance is issued according to the management and assessment menegment; 30,000 yuan is research funding; 60,000 yuan is a subsidy for buying and renting houses, which is paid at 5,000 yuan per month; Schools set up an assessment bonus, which is 60,000 yuan per person for 1 year, and is distributed according to the annual assessment results. If the assessment results are qualified, they will be paid in full, but if they are not qualified, they will not be paid.

 (2). Post-doctoral personnel who have not been evaluated before entering the station are identified as intermediate titles after entering the station, and can apply for senior title evaluation during the employment. The school will evaluates the qualifications of professional and technical titles according to their scientific research ability, academic level and work achievements.

5. Assessment method

 (1) Annual assessment

(a)Each year, the postdocs themselves should submit the annual results report, which is assessed by the team and the assessment group of the school. The assessment results are divided into qualified and unqualified. The unqualified candidates will receive 50% less of the salary and funds than the previous year.

Assessment criteria for the first year: publishing 1 paper in 30 kinds of SCI/ SSCI/ NSFC journals as the first author and issued one calibrated A paper (in journal or accepted)

Assessment criteria for the second year:  publishing two papers in 30 kinds of SCI/ SSCI/ NSFC journals as the first author and issued two calibrated A papers (in journal or accepted)

 (b) If postdoc’s assessment result is unqualified for two consecutive years, he will be returned to the station.

(2). Assessment of employment period

After the expiration of the employment period, the applicant shall submit the examination form for the employment period. After the initial evaluation by the expert group of the mobile station, the assessment team of the college shall assess the applicant. The assessment results are divided into qualified and unqualified. After being assessed by the college, the expert group of the school shall evaluate and determine the assessment result.

6. Agreements and contracts

The Hujiang postdocs who apply for admission will sign a labor contract with our university, which usually lasts for 3 years. At the same time, a working agreement was signed with the school to stipulate the task objectives, salary and treatment, and assessment methods.

7.   Re-appointment and Retention

Qualified postdoctoral fellows can apply for various talent programs as the first unit of Shanghai University for Science and Technology during the employment period.

Management Measures for the teachers, scientific researches and on-the-job post-doctors of Management Science and Engineering

To promote the Development of a postdoctoral research station in management science and engineering, these measures are formulated according to the relevant policies of the school and the development needs of the School of Business.

1. Management institutions and measures

 (1). The person in charge of the mobile station takes the lead in setting up an expert group for talent introduction and assessment, which is generally 3-5 people.

 (2). The college set up a post-doctoral introduction review team (hereinafter referred to as the college review team) composed of the main leaders of the college and high-level and discipline team experts, generally with 5 people; A post-doctoral assessment team (hereinafter referred to as the college assessment team) composed of the main leaders and team leaders of the college is established, with 5 people in general.

 (3). The employment period of the personnel involved in these Measures is generally 2 years, subject to the signing time of the work contract.

 (4). The personnel involved in this method must come to work in the school full time.

2. Access conditions

 (1) Applicants should generally have the degree of doctoral within 3 years and are no more than 35 years old. Foreigners should meet the relevant regulations regulated by international affairs of USST for foreigners of international ,in which on-the job post-doctor are not allowed.

 (2) The requirement of the Postdoctoral Teaching Fellow:

The postdoctoral teaching fellows are required to publish more than 2 papers in 30 journals of SCI /SSCI/ NSFC in recent three years (as the first author, the article should be on journal).

(3) The postdoctoral teaching fellow must pass the appraisal of the mobile station expert group and the review of the college review team, and be approved by the school before entering the post.

3. Mission objectives

 (1) Postdoctoral teaching fellow: Presided over 1 provincial and ministerial level project, published 2 A-class papers (see at least one on journal), undertook undergraduate teaching courses every year, and taught more than 32 credit hours. During the employment period, actively apply for China Postdoctoral Science Foundation;

 (2) Research Postdoctoral Fellow: Published at least 2 A-class papers (see at least one on journal). During the employment period, actively applying for China Postdoctoral Science Foundation;

 (3) On-the-job Postdoctoral Fellow: Published at least 2 A-class papers (see at least one on journal) During the employment period, actively apply for China Postdoctoral Science Foundation;

Notes: All the research result mentioned above must take USST as first unit and the division standard of the paper is based on the science and technology division of school. Published 1 monograph can be equivalent to 1 class A paper.

 (4) Finish the task assigned by Postdoctoral stations, colleges and contact tutors.

4. Relevant treatment and fund

 (1) Postdoctoral teaching fellow, in-service postdoctoral fellow, in-service Postdoctoral Fellow: Deliver in accordance with school regulations.

 (2) Post-doctoral personnel who have not been evaluated before entering the station are identified as intermediate titles after entering the station, and can apply for senior title evaluation during the station. The school evaluates the qualifications of professional and technical titles according to their scientific research ability, academic level and work achievements.

 (3) Post-doctoral personnel who have been evaluated before entering the station should be confirmed after entering the station by personnel department.

5. Assessment method

 (1) Proposal report:should be submitted within 3 months after the stop.

 (2) Mid-term assessment

(a) Postdoctoral teaching fellows: The postdoctoral fellows who have been in the station for one year shall submit the interim results report by themselves, which will be assessed by the station and the assessment team of the school;

 (b) Research postdoctoral fellow: The postdoctoral fellow who has been in the station for one year should submit the interm results report, which will be evaluated by the station and the assessment team of the school;

 (c) On-the-job postdoctoral fellows: The postdoctoral fellows who have been in the station for one year shall submit the interim results report, which will be evaluated by the station and the assessment team of the school.

 (3). Exit assessment      

(a)Postdoctoral teaching fellow: After the expiration of the employment period, he/she shall submit the outbound achievements report during the employment period, and the Mobile Station shall conduct defense and assessment with the assessment team of the School and the University;

(b) Postdoctoral Research Fellow: After the expiration of the employment period, he/she shall submit the outbound achievements report during the employment period, and the mobile station shall conduct defense assessment with the university;

(c)On-the-job postdoctoral fellow: After the expiration of the employment period, he/sheshould submit the achievements report during the employment period, and the  station will conduct defense assessment along with the university.

The assessment results are classified as excellent,good, qualified and unqualified. After examination and approval by the college, report to the school for outbound procedures.

6. Agreements and contracts

Postdoctoral candidates need to sign relevant agreements and work assignments.

7. Retention and Exit

(1) Postdoctoral teaching fellow who pass the post-doctoral examination can apply for the formal establishment of the school or choose their own career;

 (2) Off-job post-doctoral who have passed the post-doctoral examination can choose their own career, among which who get a great score can apply for the formal establishment of the school.

 (3) In-service postdoctoral fellows can exit the station after period examination is qualified.

The qualified postdoctoral fellows can apply for various talent programs as the first unit of USST during the employment period.

 

Management Measures for Hujiang post-doctoral of Systems Science

 (5) In principle, the personnel involved in this method must be engaged in scientific research and work in high-level and discipline teams, and the team is responsible for arranging specific scientific research tasks and agreement terms, which shall be submitted to the review team of the college for approval.

2. Access conditions

(1). Applicants should generally be doctoral graduates who have obtained doctoral degrees for no more than 3 years and are no more than 35 years old. Foreigners should meet the relevant regulations for foreigners to work in China.

(2). Post-doctoral students who have entered the station are required to publish more than 2 papers in 30 journals of SCI /SSCI/ NSFC in recent three years (as the first author, the article should be on journal).

(3). The imported personnel must pass the appraisal of the mobile station expert group and the review of the college review team, and be approved by the school before entering the post.

3. Mission objectives

(1). During the employment period, the person must be in charge of 1 National Natural or Social Science Foundation project and actively apply for the China Postdoctoral Science Foundation      ;

(2). During the employment period, publish two SCI / SSCI papers (at least one in the journal) and two A-class papers in terms of school standard (at least one in the journal) as the first author.

(3). Complete undergraduate teaching workload of more than 32 hours per year.

Note: All the above research results must take the University of Shanghai for Science and Technology as the first unit, and the standard of the paper division is subject to the regulations of the school's science and technology department. In addition, 1 monograph published can be equivalent to 1 category A paper.

Complete other tasks assigned by post-doctoral mobile stations, subjects and co-supervisors.

4. Relevant treatment

(1). The university provides special funds of 300,000 RMB per person per year, of which 150,000 RMB is the basic allowance, and the basic allowance will be paid according to the management and assessment methods; 30,000 RMB is the research fund; 60,000 RMB is the purchase and rental housing allowance, which will be paid at 5000 RMB per month; the university has set up an assessment incentive grant, which will be paid at 60,000 RMB per person per year, and will be paid based on the annual assessment results. The full amount issued on the basis of annual appraisal results will be paid if the assessment result is satisfactory, but not if it is not. The specific use of payment shall be subject to the regulations of the university.

(2). If the post-doctoral staff have not been assessed before entering the station, they can be recognized as intermediate titles according to the relevant regulations of the university after entering the station, and can apply for senior title assessment during their stay in the station, and the university will assess their professional and technical titles according to their scientific research ability, academic level and work achievements.

5. Assessment methods
 (1). Annual assessment

(a) Each postdoctoral student should submit an annual achievement report, which is assessed by the team and the school assessment team. The assessment results are divided into qualified and unqualified. The unqualified persons will receive 50% of the salary and funds of the previous year;

       Evaluation criteria for the first year: 1 SCI/SSCI paper published as the first author and 1 A-class paper published (see journal or accepted):

Evaluation criteria for the second year: 2 SCI/SSCI papers published as the first author and 2 papers of A-class (see journal or accepted).

 (b) If the assessment result is unqualified for two consecutive years, the student will be withdrawn from the university.

(2). Appointed period assessment

At the end of the appointment period, the appointee will submit an appraisal form, which will be evaluated by the assessment team of the College after the initial assessment by the expert panel of the mobile station, and the assessment results will be divided into qualified and unqualified. After the assessment by the college, it will be submitted to the university expert group for comments to determine the assessment results.

6. Agreement and Contract

The postdocs applying for admission to the station shall sign a labor contract with the university, generally for three years; at the same time, they shall sign a work agreement with the college, agreeing on the task objectives, salary and remuneration and assessment methods.

7. Re-appointment and Retention

Postdocs who meet the requirements can apply for various talent programs within their appointment period with University of Shanghai for Science and Technology as the first unit.

 

Management Measures for the teachers, scientific Research and on-the-job postdoctoral Staff for Systems Science

In order to promote the development of the postdoctoral station of systems science, according to the relevant policies of the university and the development needs of the Business School, these measures are formulated.

1.Management institutions and methods

 (1) The person in charge of the station will be in charge of the establishment of a talent introduction and assessment expert group, usually including 3-5 people.

 (2) The school shall set up a Postdoctoral Introduction Assessment Panel (hereinafter referred to as the School Assessment Panel) and an Evaluation Panel (hereinafter referred to as the School Evaluation Panel) consisting of the main leaders of the mobile station and the School and the heads of the relevant disciplines, normally five persons.

 (3) The employment period of the personnel involved in these measures is 2 years, subject to the time when the work agreement is signed.

 (4). The personnel involved in these measures must come to the school to work full-time.

2. Access requirements

 (1). Applicants should normally be PhD graduates who have obtained their doctoral degrees within 3 years and are no more than 35 years of age.Foreigners should meet the relevant regulations regulated by international affairs of USST for foreigners of international ,in which on-the job post-doctor are not allowed.

 (2). Requirements for postdoctoral faculty:

Post-doctoral faculty members are required to publish more than one SCI/SSCI paper in the recent three years (the first author sees the publication).

 (3) Post-doctoral faculty members must pass the appraisal of the station expert group, be reviewed by the school review team, and be approved by the university before admission.

3. Mission objectives

(1) Post-doctoral faculty: Preside over 1 provincial and ministerial level project, publish 2 SCI/SSCI papers (at least 1 in the journal), undertake undergraduate teaching courses each year, and teach more than 32 hours. Actively apply for the China Postdoctoral Science Foundation during the employment period;

(2) Research postdocs:

1 SCI / SSCI paper and 1 university-approved A paper (at least 1 paper in the journal). During the employment period, the postdoctoral fellow will actively apply for the China Postdoctoral Science Foundation.

(3) On-job postdocs:

 Publish 1 SCI / SSCI paper and 1 university-approved A paper (at least 1 paper in the journal). Actively apply for the China Postdoctoral Science Foundation during the employment period.

Note: All the above research results must be published by USST as the first unit, and the criteria for the division of the thesis are subject to the regulations of the Science and Technology Department of the university. One published monograph can be equivalent to one category A thesis.

(4) Complete other tasks assigned by the Postdoctoral Station, the School and the collaborating supervisor.

4. Relevant treatment and funding

 (1) Post-doctoral facultyresearch postdocson-job postdocs: paid according to the regulations of the university.

 (2). If the post-doctoral staff have not been evaluated before entering the station, they can be recognized as intermediate title according to the relevant regulations of the university after entering the station, and can apply for senior title evaluation during their stay in the station.

 (3). If the post-doctoral have had their titles evaluated before entering the station, they will be recognized by the personnel department of the university after entering the station.

5. Assessment methods

 (1). Opening report: to be submitted within 3 months after entering the station.

 (2). Mid-term assessment

(a) Post-doctoral faculty: Post-doctoral faculty who have been in the station for one year shall submit a mid-term report on their achievements, which shall be assessed by the mobile station in collaboration with the assessment team of the School.

(b) Research postdocs: Postdocs who have been in the station for one year will submit a mid-term report on their achievements, which will be assessed by the mobile station in collaboration with the assessment team of the School.

(c)On-job postdocs: On-job postdocs who have been in the station for one year will submit a mid-term report on their achievements, which will be assessed by the mobile station in collaboration with the assessment team of the School.

(3). Outstation assessment

(a)Post-doctoral faculty: Post-doctoral faculty shall submit a report on their achievements at the end of the appointment period, and the mobile station, in collaboration with the college and the university assessment team, shall conduct a defense assessment.

(b) Research postdocs: Postdocs shall submit a report on the results of the post-doctoral researcher's work at the end of the appointment period, and the mobile station, in collaboration with the university, shall conduct a defense assessment.

(c)On-job postdocs: On-job postdocs shall submit a report on the results of the post-doctoral researcher's work at the end of the appointment period, and the mobile station, in collaboration with the university, shall conduct a defense assessment.

The results of the assessment are classified as excellent, good, qualified and unqualified. After validation by the School, they will be reported to the University for exit procedures.

6. Agreement and Contract

Postdocs are required to sign relevant agreements and work assignments to enter the station.

7. Retention and Exit

(1) Post-doctoral faculty members who pass the assessment during the appointment period may apply for the official title of the university or independently select job.

(2) Full-time postdoctoral candidates who pass the examination during the employment period can go out to choose their own jobs, and those who are excellent can apply to be transferred to the school for official title.

(3)On-the-job postdoctoral candidates who pass the examination during the employment period can exit the station.

Eligible post-doctoral fellows can apply for various talent plans taking USST as the first unit during the employment period.
