On Dec. 25th, the 19th annual academic and working conference of the Education System Engineering Professional Committee of Systems Engineering Society of China in 2021, which is the academic seminar on “Breaking the Five Virtues and Educational Evaluation Reform” was successfully held online. The conference was hosted by the Education System Engineering Professional Committee of Systems Engineering Society of China and undertaken by the Business School of University of Shanghai for Science and Technology (BS-USST). More than 60 scholars and experts from more than 30 universities and scientific research institutes, including Huazhong University of Science and Technology, Dalian University of Technology, Zhejiang University, Tianjin University of Finance and Economics, Tongji University, North China Electric Power University, Xi’an University of Technology, Donghua University, West Yunnan University, University of Shanghai for Science and Technology and so on, attended the meeting.
Prof. Hu Xiangpei, vice chairman of the professional committee, from the School of Economics and Management of Dalian University of Technology, presided over the opening ceremony. Firstly, he introduced the guests and the organization and preparation of the conference. Then, Prof. Xu Xiaodong, a member of the professional committee, the vice president of Huazhong University of Science and Technology, delivered a speech on behalf of the professional committee. He welcomed all the guests, thanked the BS-USST for hosting the conference, and then reviewed and summarized the work of the professional committee in the past year, suggested that standing at the historical intersection of the goals of “two centenaries”, the professional committee should further enhance its sense of responsibility and mission, and devote itself to the great journey of building a powerful modern socialist country in an all-round way with a stronger sense of mission, a more cheerful spiritual state and a more pragmatic work style. Finally, Prof. Zhao Laijun, Dean of the BS-USST, delivered a speech on behalf of the organizer. He thanked and welcomed all leaders and experts to the conference, and briefly introduced the development history of the BS-USST.
After the opening ceremony, Prof. Hu Xiangpei, vice chairman of the professional committee, and Prof. Xiong Guoqiang of the school of management of Xi’an University of technology presided over the special academic report meeting respectively. The report meeting was divided into two sessions. In the first half, Prof. Xu Xiaodong made a report entitled “the Exploration and Practice of the Communist Party of China on the Construction of Key Universities”. He looked back on the process of the party's construction of key universities and summarized the changes in the professional fields of talent training; Prof. Zhao Laijun made a report entitled “Giving Full Play to the Role of University Think-tanks and Providing High-quality Decision-making Reference for the Country”. He summarized the types, development status and significance of think-tank construction home and abroad, and introduced the writing experience of the special report on senior management in combination with the achievements of his own senior management suggestions. In the second half, Prof. Hu Xiangpei, starting from his own research and investigation, made a report entitled “Expansion and Practice of Rural E-commerce in Frontier Areas”, introduced the current situation of rural e-commerce in Nyingchi, Tibet, and put forward the solution of “the first / last kilometer”; Prof. Zhang Yi, executive vice president of the school of public management of Huazhong University of Science and Technology, made a report entitled “Algorithmic Governance and Algorithmic Regulation for Public Value Creation” from the aspects of public value creation, algorithmic governance and regulation. Based on the problems existing in the current evaluation of educational scientific research, researcher Fan Xiudi, director of the Education Evaluation Research Center of Tongji University, made a report entitled Breaking the “Old” and Establishing the “New”: Exploration of the “True Evaluation” of China’s Educational Scientific Research.
The closing ceremony of the conference was presided over by Prof. Zhao Laijun, who summarized the conference, stressed the importance of breaking the five virtues and the reform of educational evaluation, and hoped that members would continue to pay attention to, support and promote the development and construction of the professional committee. In the early stage of the conference, Prof. Xu Xiaodong presided over the meeting of directors of the professional committee, discussed the development of members of the professional committee, the establishment of a party group and the arrangement of the academic conference of the next year, and entrusted Prof. Xiong Guoqiang to preside over this year's working meeting on behalf of the professional committee; In the conference, Prof. Hu Xiangpei, vice chairman of the professional committee and Prof. Liu Jinlan, President of Tianjin University of Finance and Economics, also introduced the arrangements for the two academic conferences next year. Subsequently, Prof. Xiong Guoqiang presided over a working meeting, reported the work of the professional committee in 2021 to the members attending the conference, and informed the decision of the General Assembly last year to approve Prof. Zhao Laijun as vice chairman and Secretary General; It also organized the participating members to discuss the work deployment for next year, and discussed the plan and arrangement of next year’s annual academic and work conference in combination with the national key strategy.
