On the afternoon of April 22, the “Emergency Management Training Class” of Lu’an City was held at the Lu’an Municipal Party School. The meeting was presided over by Zhang Weimin, Secretary of the Party Committee of the Lu’an Municipal Emergency Management Bureau, and attended by over 150 officials from across the city. Professor Zhao Laijun, Dean of USSTBS and Executive Dean of the School of Intelligent Emergency Management(SIEM), and Professor Fang Zhiming, Vice Dean of USSTBS and Secretary-General of SIEM, were invited to deliver special reports at the event.

Professor Zhao Laijun delivered a lecture entitled “Unlocking the Challenges of Work Safety with the Key of Systems”, in which he elaborated on the concepts of “systems”, “complex systems”, “systems engineering”, and “systems science”. He analyzed the mechanisms underlying accidents and proposed systematic solutions based on these concepts.

Professor Fang Zhiming delivered a special report entitled “AI Empowers Innovation and Practice in Emergency Management”, introducing the development of AI technologies and their innovative applications in emergency management. He discussed topics ranging from national demands and policy guidance to machine learning-powered emergency management.

Zhang Weimin expressed his sincere gratitude to Professor Zhao Laijun and Professor Fang Zhiming. He emphasized that the experts’ reports not only broadened the trainees’ perspectives, but also enhanced their theoretical knowledge and practical understanding of emergency management.
The fact that USSTBS professors delivered special reports in Lu’an City exemplifies the mission of higher education institutions to align scientific research with China’s practical needs and national strategies. As a high-level university in Shanghai, the University of Shanghai for Science and Technology will continue to leverage the strengths of interdisciplinary platforms such as the SIEM, deepen the integration of emergency management and urban governance, and contribute intellectual expertise to improve the national security system.
