On the morning of April 8, the executive meeting of the Fengxian District People's Government was held at the conference center. The meeting was presided over by Wang Yiqun, Deputy Secretary of the Fengxian District Committee and District Mayor. Liu Wei, member of the Standing Committee of the District Committee and Deputy District Mayor, Lu Hengjiong, Deputy District Mayor, heads of relevant departments such as the District Development and Reform Commission, the Economic Commission, the Education Bureau, the Science and Technology Commission, and the Public Security Bureau, as well as heads of sub-districts and towns attended the meeting. Professor Zhao Laijun, Dean of the Business School and Executive Dean of the School of Intelligent Emergency Management(SIEM), was invited to deliver a special report entitled Emergency Response Law of the People's Republic of China.

Based on national security and development in the new era, Zhao Laijun systematically interpreted the Emergency Response Law. He also compared the changes and additions between the revised and previous versions of the law, and systematically elaborated on the revision process and implementation. He stated that it is necessary to carry out legal training and publicity, improve the supporting systems, and conduct emergency management work in accordance with the law.
